He has been with the Texas Bankers Association since 2003, where he served as the primary contact for the legal and compliance hotline, oversaw TBA BankPAC, and worked on legislative issues. Prior to law school, Daugherty spent 10 years in banking, where he developed his understanding of and empathy for bankers. As evidence of the increased regulatory burden on banks, Daugherty has seen calls to the TBA Hotline increase more than 500 percent in the past five years. Last year, he answered a record 5,200 calls and expects the calls to only increase. Joining Daugherty in Compliance Alliance are: • Darlia Fogarty, director of compliance. Fogarty has a wealth of compliance experience, including 12 years as a bank examiner with the OCC, 10 years as a compliance officer/auditor for Farmers National Bank and four years as a compliance/audit consultant. • Attorney Jennifer Kirby brings a legal and banking back- ground to the group. A recent graduate of St. Mary’s Law School in San Antonio, Kirby has nine years of experience with Frost National Bank, where she focused on bank policy, compliance, FDIC rules and regulations, and deposit and loan services. • Jo Witte, compliance specialist, has 25 years of experience with First American Bank, SSB, and Citibank in various capacities, including audit, training, policy and procedure development, and branch management. • Kasey Stone, compliance coordinator, is a veteran of the Texas Bankers Association, having worked as an admin- istrative assistant for the Legal Department, where she helped coordinate TBA BankPAC and was an executive assistant to the president and CEO. • Martin M. Oketch, associate general counsel. He worked with Bank of America for four years in the bank’s lend- ing, mortgage, and legal departments. In his work, he monitored legislative, regulatory, and case law changes in mortgage default servicing and foreclosure to track how the laws affected processes and systems and also as- sisted in drafting, reviewing, and approving new policies and procedures.
