Mike Gloor was raised in Fullerton, Neb., and attended Hastings Col- lege where he majored in biological sciences. Immediately upon graduation, Gloor was drafted into the Vietnam War, but chose instead to enlist in the Air Force where he was guaranteed assignment in the Medi- cal Corps. Eventually he was placed in charge of an outpatient clinic. As a result of that experience, he realized he enjoyedmanagement more than direct patient care. After his military service, Gloor ob- tained a master’s degree in hospital administration. Most of his career was spent serving St. Francis Medical Center in Grand Island, Neb., where he served on numerous boards and com- mittees, including the Grand Island Chamber of Commerce, Economic Development Corporation, United Way, and Community Mental Health Center, to name a few. Gloor also served on the board of directors for NBC Bank in Grand Island. During this time, he was active in both theNebraskaHospital Association and the AmericanHospital Association. “As my involvement in both groups deepened, I realized the importance of advocacy in shaping policy at the state and federal level. Anticipating major changes and reform in health care, I took advantage of an open legislative seat in my district,” explained Gloor. “While I hadn't anticipated the ‘scope’ of change in health care reform, I am glad to be serving in the Unicameral during this particular time of trans- formation in our health care system.” Q: What was your biggest achievement during the 2013 legislative session? A: Since my first session in 2009, I have been advocating and legislating for a substantive change in how we deliver health care. Specifically, I've been working for a stronger focus on support for our primary care physi- cians—family, pediatrics, and internal medicine—through a delivery model called Patient-CenteredMedical Home (PCMH). Where it's been rolled out across the country, medical costs have gone down and quality of care has gone up. In 2013, I was able to use legisla- tion introduced by Sen. Wightman as an opportunity to get buy-in from our major health insurers to begin an aggressive roll out of PCMH across Nebraska.
